Universities face the dual challenge of preparing students for an AI-driven future and fostering innovation that addresses real-world problems. This requires practical, hands-on opportunities that connect academic learning with industry-leading tools and societal needs. The Baltic region, in particular, sought to strengthen its collective capabilities in artificial intelligence and cultivate a new generation of AI talent.
Solution
HackTribe orchestrated the Baltic AI Hackathon, bringing together 150 students from across the Baltics to develop AI solutions over 48 hours. We designed a program that integrated cutting-edge AI platforms like IBM Watsonx and Meta Llama3, facilitated collaboration among multiple universities, and focused on challenges derived from public institutions and societal needs. This immersive experience not only skilled students in practical AI application but also sparked innovative solutions for pressing issues.

Pioneering AI Innovation: The Baltic AI Hackathon
The “Baltic AI Hackathon” brought together the brightest minds from across the Baltic states to tackle critical societal challenges using artificial intelligence. Recognizing the imperative to develop AI competencies and foster cross-border collaboration, leading universities and industry partners convened to provide a dynamic platform for innovation. HackTribe spearheaded the design and execution of this landmark event, creating an environment where students could transform theoretical knowledge into tangible AI-driven solutions.
The hackathon's core objective was to accelerate AI talent development and cultivate solutions for real-world problems in public administration, social inclusion, sustainability, and education. This ambition was realized through a highly structured 48-hour challenge that not only tested technical skills but also demanded creative problem-solving and teamwork.
Cultivating AI Proficiency with Industry-Leading Tools
HackTribe’s meticulous planning ensured participants had access to state-of-the-art resources. IBM provided a high-performance infrastructure, a "sandbox" environment, that allowed students to develop and test their solutions in real time. This critical provision included access to:
- Meta's large language model, Llama3, empowering sophisticated natural language processing and generation.
- IBM's artificial intelligence platform, Watsonx, offering a comprehensive suite of AI tools and services.
This direct interaction with professional-grade AI tools gave students invaluable practical experience, bridging the gap between academic learning and industry demands. Mentors from participating organizations and sponsoring companies provided expert guidance, ensuring teams could navigate complex technical hurdles and refine their concepts.
The challenges addressed during the hackathon were not abstract; they were defined by real public institutions, reflecting actual needs:
- Rīga Stradiņš University
- University of Tartu
- Latvia State Radio and Television Center
- Road Transport Administration
- Consumer Rights Protection Centre
- Central Finance and Contracting Agency
This direct engagement ensured that all developed solutions had immediate, practical application potential.
Showcasing Transformative Solutions
The intensity of the 48-hour hackathon culminated in the presentation of innovative AI solutions by 34 competing teams. The results underscored the immense talent and potential within the Baltic student community, reflecting the effectiveness of HackTribe's program design in fostering rapid development of impactful solutions.
The top three teams demonstrated exceptional creativity and technical prowess:
- First Place: Team "PPKDR" from the University of Latvia
Their winning idea, "ClaimCap," proposed an AI tool for real-time authenticity analysis of social media videos. This solution directly addresses the pressing issue of fake news and fact-checking, offering a powerful mechanism to combat misinformation. As their prize, the team earned an exclusive opportunity to visit the Meta FAIR artificial intelligence laboratory in Paris, France.
- Second Place: RTU Team "STOPP"
Team "STOPP" developed an AI solution designed to identify risky procurements, significantly enhancing the transparency of public procurement processes. This innovation promises to increase public trust and improve governance. Both "PPKDR" and "STOPP" received recognition from IBM and the opportunity to further develop their solutions in collaboration with the company.
- Third Place: Estonian Student Team "BinFinder"
The "BinFinder" application leverages AI to simplify waste recycling, providing users with clear, localized information on the most appropriate recycling methods. This practical tool promotes environmental sustainability and citizen engagement.
Driving Regional AI Advancement and Collaboration
The Baltic AI Hackathon, organized by the RTU Science and Innovation Center in collaboration with HackTribe, Meta, IBM, Tallinn University of Technology, the University of Tartu, and Vilnius Gediminas Technical University, proved to be far more than a competition. It was a catalyst for regional AI development, fostering strong partnerships between academic institutions, industry giants, and governmental bodies.
Liene Briede, RTU Vice-Rector for Innovation, highlighted the event's impact: "The use of artificial intelligence is experiencing a triumphant rise. Moreover, we can observe a situation where supply exceeds the capacity to implement AI solutions, as it requires both resources and appropriate competence. Within 48 hours, the students have created solutions that would ease work in public administration and the private sector, as well as benefit society as a whole. This shows that the skills to utilize the opportunities provided by artificial intelligence are necessary for everyone. I am particularly pleased with the close cooperation of the Baltic technical universities in organizing this event, as well as the high interest from large enterprises and policymakers in promoting the region's development in the field of AI."
